What Is Preventing Haiti’s Security Forces from Living Up to Their Responsibilities?

From the very first days of the Haitian National Police’s existence, good fairies watched over its cradle. These fairies—friendly countries and multilateral institutions—accompanied the police institution in its first steps and, more than 30 years later, continue to extend a helping hand.
