The Organization of American States (OAS) and the government of Japan signed a new cooperation agreement on Tuesday, August 18, 2026, to enhance access to identification cards and social services in Haiti. Japan is providing a contribution of 3 million USD, implemented by the OAS through the National Identification Office (ONI). The project plans to produce 350,000 biometric cards, deploy mobile registration units, and modernize facilities in order to expand access to public services and support the updating of electoral rolls.
