Two former mayors are currently in the crosshairs of justice following a damning report from the Central Financial Intelligence Unit (UCREF). They are Jude Édouard Pierre, former mayor of Carrefour, and Jean Hislain Frédéric, mayor of Cité Soleil. They are being targeted by the Haitian justice system for money laundering, financing of terrorism, corruption, and illicit enrichment. According to the UCREF, the practices of these figures enabled the large-scale embezzlement of public funds.
