Meet Franzi Philémon: The Only Two-Term Judge at the Court of Cassation

Franzi Philémon has already accumulated 13 years at the Court of Cassation, where he has served as a judge since 2012. After a first term from 2012 to 2022, he was reappointed the same year for a second term. This renewal is due to his reputation and his impact on the Haitian judiciary, marked by professionalism, discipline, rigor, and a strong academic background. The former Vice President of the Superior Council of the Judiciary (CSPJ) had also not yet reached retirement age at the time. With 30 years of service in the Haitian judiciary, Franzi Philémon, a trainer at the Judicial School and a university professor, has sat as a judge at the Court of Cassation since 2012.
