Funded by the Government of China (Taiwan) to the tune of 15,300,000 USD, construction began in August 2013 through the OECC, a Taiwanese firm that has been working for 10 years in Haiti. According to Isaac Wu, Deputy General Director of OECC, 37% of the building has been completed. He said they should finish the work by the end of June 2015.
