War Budget: Millions Unused, Governance at the Heart of the Deadlock

While insecurity continues to ravage the country, tens of millions of dollars allocated to the Haitian National Police (HNP) remain undisbursed. The “war budget,” a response to the ongoing security crisis, aimed to allocate more resources to institutions responsible for security, notably the Haitian National Police (HNP) and the armed forces.
