U.S. Secretary of State Marco Rubio stated that the Organization of American States (OAS) and its member countries—given the inability of the Multinational Security Support Mission (MSS) to solve the problem on its own—should be able to mobilize troops to help Haiti address the security crisis caused by 25,000 to 30,000 gang members involved in theft, extortion, kidnapping, and trafficking of drugs, organs, and human beings.
