Why Has the CPT Never Established the Executive Oversight Body?

Since April 25, 2024, the Transitional Presidential Council (CPT) has exercised unchecked power. Like former Prime Minister Ariel Henry—whom most CPT members had previously opposed—the Presidential Council governs the country without being accountable to anyone or any institution. The executive branch holds absolute power. The oversight body of the executive’s actions, provided for in the April 3 agreement and intended to monitor government conduct, has never been established by the CPT.

The Presidential Council answers to no one. There is total opacity in the management of public funds. Although they were not elected, did not lead a revolution, and enjoy neither a legal basis for legitimacy nor public support, the nine members of the Presidential Council see themselves as presidents of the Republic. Accordingly, they grant themselves all the privileges and benefits of a head of state.
