About 20 days ago, the Conille government voluntarily declared a state of emergency in 14 communes in the Western and Artibonite departments. This measure was intended to equip the government to confront gangs that defy the state and terrorize the population. Three weeks after this exceptional measure was adopted, one might reasonably question whether the state of emergency is merely a symbolic gesture.
Aside from notes from the Ministry of Justice, the country is unaware of what has been done so far under the state of emergency. I
