This is not William O'Neill's first visit to Haiti. The independent expert on the human rights situation in Haiti had previously worked with the International Civilian Mission in Haiti (MICIVIH) in the early 1990s and claimed to have contributed to the establishment of the Haitian National Police (HNP) and the National School of Magistrates (ENA). Returning to Haiti years later, Mr. O'Neill painted a grim picture of a country plagued by the multiple actions of armed gangs.
