Human Rights: Haiti Specialist William O'Neill Provides his Evaluation

William O'Neill, an independent expert on the human rights situation in Haiti, delivered the assessment of his observations to the press on June 28, 2023, following a ten-day visit to the country. During a press conference held at the Karibe Hotel in Pétion-Ville, William O'Neill discussed the meetings held with authorities of the country, members of civil society organizations, and talked about his visits to the National Penitentiary and the prison in Cap-Haitien.

This is not William O'Neill's first visit to Haiti. The independent expert on the human rights situation in Haiti had previously worked with the International Civilian Mission in Haiti (MICIVIH) in the early 1990s and claimed to have contributed to the establishment of the Haitian National Police (HNP) and the National School of Magistrates (ENA). Returning to Haiti years later, Mr. O'Neill painted a grim picture of a country plagued by the multiple actions of armed gangs.
