Traditionally, transitional governments in Haiti have served to accomplish what elected presidents find difficult to achieve.

In the past, our transitional administrations have provided the country with a constitution — such as under General Henry Namphy (1986–1988) — or with important legislation, as under General Prosper Avril (1988–1990).

Others, like Ertha Pascal Trouillot in 1990 or Jocelerme Privert in 2016–2017, organized elections.

There was even the case of President Bonifa
