The Superior Council of the Judiciary (CSPJ) has just released its 2025 annual report, a long-awaited document, both rigorous and alarming, that delivers an uncompromising assessment of the Haitian judicial system. Between chronic disorganization, growing insecurity, and widespread underfunding, the Haitian magistracy today appears to be operating in a climate of territorial fragmentation and advanced institutional decline.
