ECC Outlines Nine Key Allegations of Corruption at MJSAC

The Ministry of Youth, Sports, and Civic Action (MJSAC) is in turmoil. Ensemble contre la corruption (ECC), a coalition of several civil society organizations, has released a damning investigative report on the management of this ministry. Conducted from June 4 to 30, 2025, the investigation is based on the testimonies of 21 individuals and highlights what the ECC describes as a system that fosters corruption within the ministry itself. Speaking on Panel Magik on Tuesday, July 15, 2025, Rosy Auguste Ducéna, program officer at the National Human Rights Defense Network (RNDDH) and member of ECC, reviewed the report’s nine damning findings.

According to the report, two bank cards intended for ministry expenses are funded monthly by the State. However, “these cards are used exclusively by the minister for personal purposes, with no oversight mechanism or transparency,” emphasized Rosy Auguste Ducéna.
