In the draft of the new Constitution, the commune becomes the smallest administrative territorial entity of the Republic. According to Article 66 of the document, it has administrative and financial autonomy. It is a legal entity. Its method of administration and functioning is governed by law.
Article 66-1 of the draft Constitution proposes that each commune in the Republic be administered by a mayor elected by universal suffrage for a five-year term, with no limit on the number of times they may be re-elected.
