Draft Constitution Suggests Establishing a Governor in Every Department

While the current Constitution stipulates that each department is administered by a council of three members elected for four years by the Departmental Assembly, the draft of the new Constitution, made public on Wednesday by the Steering Committee, proposes that each department be led by a governor. The number of senators would be reduced from three to two per department.

If this draft Constitution is approved by the population through a referendum (no date has been set for the referendum), it will mark a major shift for local authorities and the territories they will administer. Article 68-1 of the document states that the department will encompass the communes (with the elimination of communal sections) and the arrondissements.

“Each department shall be administered by a governor elected by universal suffrage for a five (5) year term. The governor may be re-elected without term limits,&rdquo
