The meeting was requested by China and Russia to discuss a proposal from Ecuador and the United States—the co-sponsors of a resolution on Haiti—aiming to transform the Multinational Security Support Mission (MMSS), authorized by Resolution 2699 on October 2, 2023, into a UN peacekeeping operation, according to a report from the Security Council.
