Carrefour Left Neglected by Authorities Since February

Since February 26, 2024, the population of Carrefour has been at the mercy of criminal gangs that control the municipality. These gangs have forced the police to abandon their stations, and the Haitian National Police has made no attempt to reclaim their premises. Six months later, there hasn’t been a single attempt at an operation. Armed groups have effectively replaced the state in this suburb of Port-au-Prince.

Armed individuals are everywhere—in the main road and adjacent streets, during both day and night. They regulate traffic and oversee the movement of people and vehicles. Present in public markets, they extort vendors who still keep their shops and stores open. In Carrefour, the criminals have control over everything. In this densely populated municipality bordering Port-au-Prince, state structures are almost non-existent.
