Garry Conille Urges Unity, Vows Reforms and Security at New Government Installation

The government of Prime Minister Garry Conille was officially installed on June 12, 2024, during a ceremony at the Villa d’Accueil in Musseau. The head of government urged Haitians to bravely confront the painful realities of the country.

Members of the ministerial cabinet received copies of the decree of their appointment during the installation ceremony of Garry Conille’s government at the Villa d’Accueil in Musseau on Wednesday. The ceremony took place in the presence of high-ranking state officials, heads of diplomatic missions, security force leaders, representatives of international organizations, civil society organizations, and the political class, among others.

“It is with profound humility and great responsibility that I speak as the new Prime Minister of Haiti as we face an unprecedented health, humanitarian, and governance crisis. I feel the weight of the task,” declared Prime Minister Garry Conille, promising not to disappoint the sectors that supported his candidacy for the position.

The new head of government urged Haitians to bravely confront the painful realities of the country. “Haitian people, we must not hide our illness. We need to acknowledge that the country is very ill. This is a way to seek appropriate solutions. In the nation’s recovery, we must seek the best doctors, both traditional and modern, for its treatment,” Dr. Conille stated in his speech. However, “knowledge alone will not suffice. We need willpower and honesty,” he energetically emphasized.

The new Prime Minister acknowledged that Haiti faces major challenges. “Violence and insecurity paralyze our daily lives. The humanitarian crisis exacerbates the suffering of the most vulnerable Haitians. Political instability undermines the very foundations of our society. Recognizing these painful realities, we must find within ourselves the strength and determination to overcome them,” Conille urged.

“I firmly believe that together we can transform these challenges into opportunities to rebuild our country on stronger and more just foundations,” he added.

“I therefore commit before you, dear fellow citizens, to serve our nation with integrity, transparency, and dedication. My government will work tirelessly to improve the living conditions of every Haitian and to restore the dignity of our people,” the Prime Minister guaranteed.

Public Security

Without security, no sustainable progress can be achieved, acknowledged Prime Minister Conille. “To this end, it is crucial that our police officers and soldiers are well-prepared to face current security challenges. We will ensure that they have the necessary tools to accomplish their mission effectively,” assured the new head of the Superior Council of the National Police on this installation day, which coincided with the celebration of the 29th anniversary of the National Police of Haiti.

“To ensure the sustainability of our efforts to secure our nation, our state institutions must be cleaned up and strengthened. We will therefore undertake the necessary transitional reforms to guarantee their efficiency and security,” announced Garry Conille.

Garry Conille Commits to Fighting Corruption

Fighting corruption will be an absolute priority of our government. We must restore the Haitian people's trust in their leaders and institutions. This involves portable transparency in managing public affairs and zero tolerance for corruption.

“We will establish mechanisms of transparency and accountability in all spheres of public administration. Regular audits will be conducted to ensure the proper management of public resources. We must ensure that every gourde spent is done so wisely and for the benefit of the population. At the same time, we will promote inclusive dialogue among all stakeholders in Haitian society,” promised Garry Conille.

Garry Conille Promises Free and Democratic Elections

According to Mr. Conille, the upcoming elections should mark a new beginning for our country. The new Prime Minister has promised to ensure that the Provisional Electoral Council is composed of individuals who are honest, credible, competent, and non-partisan, capable of organizing elections that truly reflect the will of the Haitian people.

“We must work together. Listen to everyone's concerns and find common solutions for our Haiti. We will launch initiatives to strengthen social cohesion and promote peace. It is essential to restore trust and solidarity among citizens to build a united and resilient nation,” remarked PM Conille, emphasizing that this dialogue and consultation will inevitably lead to the goals of the Haitian people.

“We must ensure that the establishment of the Provisional Electoral Council is a crucial element in guaranteeing free, transparent, and inclusive elections. These are commitments towards the restoration of our objectives,” he stated.

Tribute to the Outgoing Prime Minister

Garry Conille praised the courage of the outgoing interim Prime Minister, Michel Patrick Boisvert, who, he said, overcame political maneuvering and factional rumors to leave his mark as a calm and sensitive statesman serving the Republic. “It is with a sense of duty masterfully accomplished for the benefit of the Haitian people that he now steps down for a well-deserved rest,” said Conille.

“I am convinced that Prime Minister Garry Conille, with his extensive experience and leadership, will lead the country, with his government team, towards a better future for the Haitian people,” declared Michel Patrick Boisvert, the outgoing Prime Minister, in his speech during the installation of Prime Minister Conille at the Primature.

“Mr. Prime Minister, your vision and commitment are invaluable assets to help overcome the many challenges the country faces. The nation counts on your ability to mobilize all necessary resources, both domestic and international, to tackle the multidimensional crisis,” said Mr. Boisvert, assuring the full cooperation of the outgoing government team, especially in the handover of files.

Instructions from the CPT President

Edgard Leblanc Fils, President of the Presidential Council of Transition (CPT), in his speech, reminded the new Prime Minister that the mission of this government is to work jointly with the Presidential Council to fully address the multidimensional crisis, including political, security, and humanitarian issues that have worsened since the assassination of the President of the Republic on July 7, 2021.

“It is up to your government to restore security, revive economic and social activities in this country ravaged by the violence of armed men, awaken consciences, and mobilize all energies to pave the way for the organization of free, democratic, credible, and transparent elections whose results are accepted by all,” declared the CPT president, reminding the PM that he must implement the transition roadmap provided by Article 45 of the April 3, 2024 agreement for a peaceful and orderly transition.

“Ladies and gentlemen ministers, the Presidential Council of Transition and the government have a delicate and historic mission. We must succeed to restore hope for the future of the country. We must rise to the challenge to meet the expectations of a population that has suffered so much in its body, its property, its mind, and its dignity. The population expects tangible results and will hold us accountable,” said the president.

“By agreeing to be members of the transition government, you have understood the scope of the commitments made and the consequences that follow. You are therefore bound by the obligations of the parliamentary regime. Know that you are governed by the principle of governmental solidarity. Thus, cohesion, transparency, and your ability to work as a team will guide your actions and allow you to achieve the objectives set out in the roadmap. Get to work. Let’s get to work,” urged Edgard Leblanc Fils.
