Haiti Officially Establishes a Presidential Council to Lead the Transition Until February 7, 2026

After more than fifteen days of discussions and debates, the Council of Ministers published, on Friday, April 12, 2024, in the official gazette Le Moniteur, the decree establishing the Transitional Presidential Council. The government made significant changes to the draft decree sent to it by the future members of the Presidential Council. These members still await the publication of the order to officially appoint them.

Legally and officially, as of Friday, April 12, 2024, the country has a Presidential Council consisting of seven voting members and two non-voting observers. The decree establishing this structure emphasizes in its first article that the seven voting members include a representative from each of the following groups: the August 30, 2021 Agreement known as the Montana Agreement; the December 21, 2022 Agreement; the Collective of Political Parties of January 30, 2023; EDE/RED/Historical Compromise; Fanmi Lavalas Party; Pitit Desalin Party; and
