The influence of politicians and financial actors on gang activities is of a systemic nature, as indicated by the group of experts in the report from the United Nations Security Council sanctions committee working on Haiti. "Politicians and economic elites seeking votes or aiming to protect their assets generally provide gangs with resources, either in kind or in cash, a practice that has gradually enriched the gangs and given them more power," specifies the document, the entirety of which was adopted on Thursday, October 19, 2023, at the UN Security Council.

During his term, former Haitian president Michel Martelly allegedly funded several gangs, including providing them with funds or firearms. This emerges from the report of the United Nations Expert Group on Haiti. The document cites armed gangs such as Base 257, Village de Dieu, Ti Bois, and Grand-Ravine.
