This emerges from the report of the United Nations Expert Group on Haiti. The document cites armed gangs such as Base 257, Village de Dieu, Ti Bois, and Grand-Ravine. "Through foundations or members of his inner circle, Martelly establishes relations and negotiates with gangs and gang leaders like Arnel Joseph, former leader of the Village de Dieu gang," reads the report.
