Haiti is still managing its cities with regulations designed for another century. On November 3, 2026, on the airwaves of Magik 9, Secretary of State Sharinah Lochard discussed the importance of local governments in city building, on the occasion of World Cities Day, celebrated on October 31. She advocates for a territorial organization suited to cities that have changed in size, and for better-funded municipalities.

“Worldwide, not just in Haiti, most people live in cities. Historically, this was not always the case. Haiti was
