“The government made limited information about its debt obligations publicly available. Although the Ministry of Finance published monthly expenditure reports, these did not include essential debt-related payments. The government maintained off-budget accounts that were not subject to the same oversight or auditing as other expenditures,” revealed the 2026 Fiscal Transparency Report prepared by the U.S. Department of State’s Bureau of Economic, Energy and Business Affairs, covering the period from January 1 to December 31, 2025.
