Changes have been made in the chain of command of the Haitian National Police, against a backdrop of a surge in kidnapping cases and dissatisfaction among certain political authorities, Le Nouvelliste learned on Tuesday, August 11, 2026.

Inspector General Frenel Saintil is the new head of the Central Directorate of Administrative Police, which oversees the majority of specialized units such as CIMO, UDMO and GIPNH, among others. He replaces Inspector General Jacques Joël Orival, who was appointed security coordinator
