The United States Coast Guard (USCG) has determined that “the Haitian government is not substantially implementing the International Ship and Port Facility Security Code (ISPS Code) at the national level and at the level of port facilities,” and that it “did not observe the establishment of effective security measures,” according to a letter sent to the Haitian government via the U.S. Embassy in Haiti, Le Nouvelliste learned on Wednesday, November 12, 2025.
