By this act, Louino Volcy officially becomes Haiti’s Ambassador Extraordinary and Plenipotentiary to France. Already serving in this diplomatic mission, Louino Volcy was promoted in June 2024 as Chargé d’Affaires a.i., then appointed ambassador in December of the same year, before being approved by the French authorities in February 2025. On April 17, he had submitted the figurative copy of his letters of credence, a preliminary step to his accreditation.
