The commune of Pétion-Ville has become a refuge area while several surrounding municipalities suffer from the violence of criminal groups. The majority of residents, businesses, public institutions, as well as schools and universities, driven out of downtown Port-au-Prince or from lower Delmas, have taken refuge on the hillsides of Coupe Charbonnière. This represents an enormous challenge for the municipality.
