BRH Urges Financial Institutions to Heighten Vigilance Following Classification of Armed Groups as Terrorists

The Bank of the Republic of Haiti (BRH) is reminding financial institutions to exercise heightened vigilance following the designation by the Office of Foreign Assets Control (OFAC) of certain Haitian armed groups as “Foreign Terrorist Organizations” and “Specially Designated Global Terrorists,” and subsequently by the United Nations Security Council under Resolution 2653 (2022), according to a notice issued on July 29, 2025.

“Following the designation by the Office of Foreign Assets Control (OFAC) of certain Haitian armed groups as ‘Foreign Terrorist Organizations (FTO)’ and ‘Specially Designated Global Terrorists (SDGT),’ and subsequently by the United Nations Security Council under Resolution 2653 (2022), financial institutions are required to implement enhanced vigilance to detect any direct or indirect use of the financial system by designated individuals and/or entities or by third parties acting on their behalf,” the not
