Decree Issued, Yet Referendum Date Remains Unannounced

The referendum decree published in Le Moniteur on Thursday, July 3, 2025, indicates that the constitutional referendum will be held at least 60 days after the publication of the draft Constitution in Le Moniteur. For now, the Steering Committee has shown no sign of life more than a month after presenting a draft Constitution to the country. While the communes of the metropolitan area of Port-au-Prince, and communes in the departments of Artibonite and Centre are controlled by criminal groups, the referendum decree provides for the establishment of at least two voting centers per communal section...

The organization of the referendum on a potential constitutional change is part of the mandate of the Transitional Presidential Council (CPT), according to the April 3, 2024 Agreement. But before that, the CPT was supposed—at a minimum—to restore a climate of security in the country. However, the security situation has only worsened since the CPT assumed power on April 25. As of this July, the executive has only seven months left to accomplish what it has not managed to do in fourteen.
