The Sectoral Table on Security Delivers Proposals for an Effective Security Force

The Sectoral Table on Security (TSS) held its third conference on Friday, June 27, 2025, under the theme: “Three Decades of the Haitian National Police: Challenges, Achievements, and Perspectives.” The speakers offered numerous comments and proposals aimed at building an effective security force in Haiti.

The speakers reviewed the challenges faced by the HNP: an insufficient number of officers—fewer than 5,000 actively serving police officers for a population of over 11 million—a severe lack of equipment (weapons, bulletproof vests, vehicles) and technology, weak leadership, inadequate training, poor working conditions, low morale, absence of psychological support, poor coordination with the judiciary, and an outdated legal framework (the law of November 29, 1994) that has never been revised.
