Scrutiny Over Select Ministry of Defense Contracts

Defense Minister Jean Michel Moïse has found himself at the center of the news since criticisms were voiced by CPT President Fritz Alphonse Jean. The minister claims and retains his privilege as the principal authorizing officer, initiates contract projects, and takes responsibility for his choices. Some of these contract projects appear to be blocked by the oversight of the Superior Court of Auditors and Administrative Disputes (CSCCA), while the ministry has only spent 1.7 billion gourdes of its 9.5 billion gourdes budget — that is, just 18.77% of its allocation.

Minister Jean Michel Moïse has a project to develop the base of the Corps of Engineers of the Armed Forces of Haiti (FADH) in Bombardopolis, in the Nord-Ouest department. The firm BESADE SA was selected to carry out this work in the constituency the minister once represented as a deputy in the last legislature. On June 20, 2025, Le Nouvelliste learned, Minister Jean Michel Moïse submitted this contract to the CSCCA for review.
