Ministry of Planning: Where Every Department Functions as Its Own Kingdom

"The MPCE is an aggregation of small fiefdoms where each department manages a project without the minister’s knowledge. It is the donors who inform me that there are issues with one project or another," said Ketleen Florestal on Thursday on Magik 9. "At my first meeting, I requested an assessment from all departments.
