Public Governance: IMF’s Revealing Diagnosis of the Systemic Causes of Corruption in Haiti

The governance diagnostic report published in January 2025 by the International Monetary Fund is both alarming and revealing for those seeking the systemic and institutional causes of corruption in Haiti.

Regarding “budgetary and accounting reporting,” the IMF report indicated that “the published intra-annual budget execution reports are of insufficient quality. The monthly TEREDA tables are rarely accompanied by an analysis of the results achieved, instead limiting themselves to authorized credits and expenditure authorizations without highlighting commitments, liquidations, or payments. Their unclear presentation includes debt amortization as a component of capital expenditures,” the IMF report stated.
