A Closer Look at the Porous Haiti-Dominican Republic Border

In nearly five years, Haitian customs branches have collected 11.2 billion gourdes at the border, while during the same period, Dominican exports amounted to $3.1 billion USD. But that is not the only issue. Many goods enter through smuggling or arrive in Haiti after transiting through the Dominican Republic, all without paying a single cent to the national treasury—not to mention the trafficking of weapons and ammunition.

The revenues collected by border customs offices remain marginal compared to the volume of Dominican exports to Haiti. Between October 2019 and January 2025, the "Analytical Table of Customs Revenues on Imports, Cash Basis of Border Offices" from Malpasse, Ouanaminthe, Belladères, Thomassique, and Anse-à-Pitres recorded nearly 11.2 billion gourdes (FOB) in revenue.
