The same issues that have prevented elections from taking place in Haiti in recent years persist. The Transitional Presidential Council (CPT), which has been in place for almost a year, continues to beat around the bush. The bloody gang attack in Kenscoff this week and the heavy toll recorded prove that restoring security nationwide is still far from reality. Yet, this remains a sine qua non condition for holding elections in the country.
