Municipalities Out of the State’s Control

It began in 2021, when an armed gang in the southern suburbs of Port-au-Prince caused a massive exodus of residents from the Martissant neighborhood. That year marked the first wave of what came to be called "the lost territories of the Republic" — areas where the state no longer holds any control. By 2024, the expanse of these lost territories had grown. From north to south, many areas now elude government control.

The state’s loss of control over territories has become an undeniable reality. Armed groups issue threats, invade zones, kill, burn, and commit heinous acts of violence. In 2023 alone, gangs loyal to "Izo 5 Segond" attacked Carrefour-Feuilles, forcing thousands of families to flee. The situation in 2024 was no better. Starting in January, residents of Rue Laraque and surrounding areas reported gang activity.
