Failure to Maintain Inventories: Court of Auditors Takes a Firm Stand

The Superior Court of Auditors and Administrative Disputes (CSCCA), nearly forced to beg for the asset inventories of public institutions, has made its stance clear with a firm warning and an outright ban. As the Court bares its teeth, the 2022-2023 and 2023-2024 budget decrees allocated 44.9 and 48.3 billion gourdes, respectively, for the "operation of the administration, goods and services, including other public expenditures."

By October 31, 2024, all public institutions were required to submit updated inventories of their movable and immovable assets to the Ministry of Economy and Finance. "As of now, many public institutions have yet to submit their asset inventories to the Court," wrote CSCCA President Rogavil Boisguéné to the Minister of Economy and Finance, Alfred Metellus, on November 28, 2024.
