What Remains of the April 3rd Agreement?

Except for Laurent St-Cyr, all members of the Presidential Council, with or without voting rights, signed the April 3, 2024 Agreement. Yet, without exception, they have all violated it. Not only was the agreement never published in the official government journal Le Moniteur, but the Presidential Council also distorted its provisions, adopting practices that allowed them to consolidate power while sidelining key stakeholders.

The April 3 Agreement is the sole basis of legitimacy for the Transitional Presidential Council (CPT). Without it, there is no justification for their leadership of the Republic of Haiti. Yet, the council members govern the country with blatant disregard for the agreement, making decisions and passing resolutions that have little connection to the document they pledged to uphold.
