What Plans Does the Government Have for Haiti's Armed Forces?

On June 18th, the Minister of Defense, through his Director General, called on the Commander-in-Chief of the Haitian Armed Forces to put the army on "Condition D," meaning readiness for war against armed groups. On July 17th, the executive branch declared a state of emergency in 14 communes controlled by armed gangs. Despite these significant decisions, results have been slow, even though the first contingent of Kenyan police arrived in the country on June 25th.

Despite the deployment of two contingents of 400 Kenyan police officers, the security situation in Haiti remains troubling. Armed gangs continue to strengthen their positions, forming alliances, destroying police stations, kidnapping civilians, and maintaining control over major roads without challenge. The government's numerous promises to restore security have had no effect.
