New Penal Code Implementation Delayed to June 2025

After an outcry from numerous religious associations and Haitian society, the CPT/Conille administration decided to postpone the effective date of the March 1, 2020 decree revising the Penal Code and Code of Criminal Procedure, originally set for June 24, 2024. In a special issue of the official journal Le Moniteur, the executive branch noted that essential preliminary measures required for the decree's implementation had not been carried out.

"Considering that it is necessary to postpone the effective date of the March 1, 2020 decree revising the Penal Code; considering that the legislative branch is currently inactive and that it is necessary for the executive branch to legislate by decree on matters of public interest; upon the recommendation of the Minister of Justice and Public Security and after deliberation in the Council of Ministers," the Haitian executive postponed the enactment of the Penal Code and Code of Criminal Procedure in a decree published in a special
