MSSM: A Mission Impossible?

Between the government's call for help from Prime Minister Ariel Henry in October 2022 and the approval of Resolution 2699 creating the Multinational Security Support Mission (MSSM) on October 2, 2023, a year and a few days have passed. Neither the 5,000 deaths in 2023 recorded by the UN nor the worsening humanitarian situation, nor the expansion of food insecurity, nor the suffocation of the Haitian economy... have accelerated the deployment of this mission placed under Chapter 7 of the United Nations Charter.
