One-Year Mark: The December 21 Agreement and the Lack of Major Achievements

Supported by members of the international community, endorsed by the private business sector, political parties, and civil society actors, the December 21 agreement, published in the country's official newspaper, Le Moniteur, celebrates its one-year anniversary on December 21, 2023. Despite envisioning the establishment of various structures, elections this year, and new officials taking office on February 7, only the stillborn High Transition Council has been formed.

The country should currently be in the midst of an electoral process, and according to the December 21 agreement, the Prime Minister was supposed to relinquish power no later than February 7, 2024. One year later, this scenario is far from reality. Obviously, there will be no elections this year, let alone elected officials in February 2024. Ariel Henry remains in power alone, without a mandate, without checks and balances, and without a time limit on his leadership.
