"The sector is surviving under the controlled influence of gangs. Today, it's a bidding war," stated a source close to an oil company. "In addition to the 200,000 gourdes paid per month per truck for access to the Varreux oil terminal, the gangs have imposed an additional payment of 20,000 gourdes per truck for each load," the source complained with anger and helplessness.<
