Legal Rights Favor Haiti in Massacre River Dispute, Says Agronomist Jean André Victor

The construction of a canal on the Massacre River in the Haitian part continues to make headlines. Agronomist Jean André Victor, who had previously warned in January 2018 about the possibility of a water war between Haiti and the Dominican Republic, has commented on the conflict. On Magik 9, Tuesday, September 12, 2023, the former director of the ODVA stated that legally, Haiti has the right to access the river.

"The measures announced by Dominican President Luis Abinader have no valid legal basis. They are threats to force a halt to the canal construction on the Haitian side. Although delayed, the Haitian authorities should alert the international community given the magnitude of the conflict. We should compile a strong case to assert our rights and demand compliance.
