Caricom's Efforts to Sustain Talks Amidst Formal and Informal Negotiations

It is a challenging task for Caricom, the mediator in Haiti's political crisis, to find the right formula to facilitate even a minimal political consensus among the involved actors. During official meetings, each party remains steadfast in its position, with one side supporting a presidential college, and the other advocating for Ariel Henry to remain the sole head of the country. However, in informal gatherings, the possibility of restructuring the High Council of the Transition and granting it presidential powers has been discussed.

Caricom continues to fulfill its role as a mediator, conducting separate meetings with the various parties involved in Haiti's political crisis. During the meeting held on Tuesday, August 1, via the online Zoom platform, the signatories of the December 21 agreement reaffirmed their position on retaining the Prime Minister and expanding the membership of the High Council of the Transition (HTC).
