Presidential College and Governance with a Prime Minister: the Irreconcilable Political Positions

The two negotiation meetings between the signatories of the December 21 agreement in power and the signatories of the Kingston Declaration, organized under the auspices of Caricom, were not enough to bring the protagonists to modify their positions.
