From one negotiation to another, Haitian political actors and those from civil society have remained steadfast in their positions. There is no flexibility on either side. Whether in Kingston or Port-au-Prince, the efforts of CARICOM to bring Haitian actors together in order to end the crisis have proven futile. Most of these actors also oppose any external initiative to help the Haitian population, who are being held hostage by gangs, food insecurity, and their consequences.
