The Bureau of Consultation and Research in Legistics (BUCREL) recommends an institutional, technical, legal, and security evaluation of the electoral system before any new revision of the electoral calendar. The institution highlights the succession of four decrees in less than a year, a source of normative instability, and points out the difficulties related to the electoral register, with only 871,436 registered compared to 6.6 million citizens registered at the National Identification Office (ONI). BUCREL also recommends clarifying the eligibility conditions, examining the relationship between elections and constitutional reform, and integrating security and logistical constraints. According to them, the priority is not to set a date, but to meet the legal and operational conditions that guarantee the credibility of the vote.
