Abinader Reshuffles Cabinet with 22 Appointments, with Haiti Keeping Watch

At the halfway point of his second and final term, Luis Abinader has undertaken a broad reorganization affecting diplomacy, migration, the army, the police, ports, aviation and emergency management. The replacement of Roberto Álvarez by Víctor “Ito” Bisonó at the Foreign Ministry places a figure familiar with cross-border trade at the heart of relations with Haiti, without any change in policy having yet been established.

Dominican President Luis Abinader took advantage of August 16, the anniversary of the Restoration of the Republic and traditionally a moment for administrative renewal, to reshuffle several key positions within the state. Seven decrees notably changed the leadership of diplomacy, the National Migration Institute, the Army, the National Police, the Port Authority, civil aviation and agencies responsible for emergency management.
