Jean Robert Casimir, 53, a former Haitian police officer who became a naturalized U.S. citizen and resides in Lauderhill, Florida, pleaded guilty before a federal court in Washington to conspiracy, smuggling and violations of U.S. export control laws. He played a leading role in this vast arms-trafficking network, which operated between 2020 and 2024. He exported 140 weapons from South Florida to Haiti, the Miami Herald reported on Tuesday, August 4, 2026.
