One of the challenges faced by the Haitian printing industry stems from books printed abroad that enter Haiti without paying taxes. By contrast, the inputs used by Haitian printing companies, with the exception of paper, are taxed. This partly explains the weakness of Haiti’s printing sector, which is not very competitive compared to that of the Dominican Republic, for example, where economies of scale are achieved through much larger printing volumes.
